"(1) The valuation serving as the basis for the establishment of the mortgage lending value shall be conducted by a valuer who is not involved in the loan decision and who must have the requisite professional experience and knowledge in order to make mortgage lending value assessments." *
"(2) The mortgage lending value must not exceed the value resulting from a prudent assess¬ment of the future marketability of a property by taking into account the long-term sustain¬able aspects of the property, the normal regional market condition as well as the current and possible alternative uses. Speculative elements must not be taken into consideration. The mortgage lending value must not exceed a market value calculated in a transparent manner and in accordance with a recognized valuation method." *
